The Family Advocacy Council at FutureCare Irvington Nursing Home was founded in May 18, 2018 by a group of concerned advocates, friends and family members. We are all volunteers and share a vested interest in working together to ensure quality care for the residents of FutureCare Irvington Health Care Center. We provide informational and educational instruction on topics involving long term care; regulations governing long term care and resources. In addition, we provide support and resident and family advocacy.

The 1987 Nursing Federal Home Reform Act, 42 C.F.R. § 483.10(f)(5), mandates that families of nursing home residents have the right to form and hold regular private meetings of an organized group called a family council. Facilities certified for Medicare and Medicaid must provide a meeting space, support the council’s activities, and address the group’s concerns.
Specifically, the federal law includes the following requirements on family councils:
*Resident’s family members have a legal right to meet in the Nursing Home facility.
*The facility must provide a Family Council with private meeting space.
*Nursing Home Administrators, staff and visitors are only permitted to attend meetings at the Family Council’s invitation.
*The Nursing Home facility must provide a designated staff person, approved by the Family Council, who will be responsible for providing assistance and responding to written requests.
*When Family Councils have concerns, the Nursing Home facility must listen to the views and act upon the grievances and recommendations of residents and families concerning proposed policy and operational decisions affecting resident care and life in the facility.
